Union monthly meeting to be held on 09.12.2013.............

प्रिय साथियो !

यूनियन कि मासिक मीटिंग 09.12 .2013  को होना प्रस्तावित होना सुनिश्चित हुआ है ! सभी कर्मचारियो से अनुरोध है कि वो अपनी समस्याएं नोट करवा देवें ताकि उचित माध्यम द्वारा उनका निदान करवाया जा सकें ! इस सम्बन्ध  में वो चेतन उपाध्याय (9950870980) संपर्क कर सकते है !

निम्नलिखित कुछ मुख्य प्रकरण है :-

1. विभागीय भवन बहुत  दयनीय  स्थिति में है जैसे राशमी , घोसुण्डा ,  बेगूं  ( बहुत कम जगह ) और कई अन्य ऑफिस कम्पूटरीकृत किये जा चुके है लेकिन स्थिति  दयनीय है ! इनको बदलने कि कार्यवाही न के बराबर है ! भवन बदलने के लिए कमेटी बनाकर ३ महीने के अंदर रिपोर्ट प्रस्तुत करने को कहा गया था ! कमेटी रिपोर्ट का क्या हुआ ?

2.  पोस्टल कॉलोनी में गेराज को बड़ा किया जावे या नया गेराज बनाया जावे ! स्कूटर व् मोटरसाइकिल को रखने के लिए स्थान उपलब्ध  नही है ! भविष्य में अपर्याप्त स्थान कि वजह से कर्चारियों में झगड़ा होने कि पूर्ण सम्भावना है !

3. गंगरार बिल्डिंग नए भवन में स्थानांतरित की जावें !

4. डेपूटेशन में पारदर्शिता लायी जावे ! पोस्टमॉस्टर द्वारा केवल कुछ ही लोगो को डपुट  किया जाता है ! कुछ लोगो कि ब्रांच तक चेंज  नही कि जाती है ! डेपुटेशन भेजना तो दूर कि बात है !  एक रजिस्टर संधारित किया जावे कि किस कर्मचारी ने कितना दिन डेपुटेशन किया है ! रोटेशन पालिसी अपनायी जावें !

5. पिछले बकाया मदो पर चर्चा कर प्रोग्रेस अवगत करावे !

 किसी भी अन्य प्रकार का प्रकरण है तो संपर्क कर प्रकाश में लाया जावे ताकि उचित माध्यम से निदान किया जा सकें !


एक उत्तम कार्यस्थल व्  कार्य प्रणाली सभी के हित में है !

New Circle Secretary elected in 30th Conference of Rajasthan Circle held at Ajmer on 10,11th Nov 2013

Dear Comrades

New secretary elected in 30th conference of Rajasthan circle held at Ajmer. Mr. Manohar Lal is new Circle Secretary for Rajasthan taking place of Comrade Hari Prasad Diwakar. Union representative from various division attended the conference.

Every Divisional secretary shared the serious concern over following points

1. UPS and batteries not working properly. Power cut in villages is more than 6 hour in such situation performing essential task is very tough. SPMs are forced to work in such situations.

2. Huge Money Orders are to be paid. Postman as well as office staff is struggling.

3. Vacancies are not filled yet. In triple handed or LSG offices only one or two persons are working.

4. 100% delivery and 100% up to date work compelled in such situation.

5. Postal Buildings and Postal Colonies are not maintained properly. Employees are forced to stay out at Rent.

6. OTA has not revised since 1965. Official are forced to work at this lower rate. Even a cup of tea costs Rs 10/- in today.

7. Drinking Water or Water coolers are not available or out of order. Nothing properly managed by responsible authority.

Various issues were addressed and a deep concerned was shared by divisional secretary. Mr. Manohar Lal assured to fight for the employee welfare and appeal to unite the lower staff to fight against injustice.

Resident of Postal Colony continued to suffer.................

Subject:- Maintenance of Unhygienic and dilapidated Postal staff quarter, Chittorgarh in Rajasthan Circle

Sir
It is very deplorable to note that maintenance of postal staff quarter by department is just a formality. As the work is on progress but still the basic amenities have been dropped from the work by denoting that it was not in prepared estimate or tender document. We the resident of postal staff quarter highly thankful to you for raising the issue at Directorate level. Your kind action has resulted in to allotment of budget of approx Rs 19,20,800/- in month of march-2013 for the maintenance of postal staff quarter Chittorgarh. Work started very late even after clear instruction was issued by directorate to complete the work within four months. Also the work list does not contain basic things for residents. Contractor has clearly denied of these work as they are not a part of tender document or estimate. 
List of some basic problems are below:-
1.    Boundary wall of postal colony is not closed by one side and animals are roaming day and nights spreading dirt. From three sides boundary wall height is only 2fts. Due to low height of wall the privacy of resident is not ensured and throwing of garbage by outsiders is very common. We told the civil engineer about this he has also convinced but instructed us to report this through SPOs and demand for such work as it was in estimate prepared earlier.
2.    There is no mosquito net in doors & windows. Insects are directly coming during nights in light and spoiled the living during rainy seasons. House wives are struggling to prepare safe food in kitchen as the only single window is there. No exhaust system in kitchen. Insects are falling in foods. During rainy season situation is worse. Civil engineer is agreed that mosquito net should be there in windows especially in kitchen but instructed the residents to report this through SPOs. This was not in estimate prepared earlier or tender.
3.    All ground floor quarter is not having proper electricity wiring. These ground floor quarters left pending by electric wing with unknown reasons. All first floor and second floor quarters are having proper wiring. Only two points are provided in a ground floor quarter for plugging electrical items. Residents are running their other electric items by connecting extension boards.
4.    The Size of quarter is very narrow. Only two rooms are there with no slabs. Heavy cloths, Heavy Pots and Heavy bags are kept at ground floor only. Resident requested to provide slab in one room but denied.
5.    Type-II and Type-I quarters contain two rooms only. One room is having size of 8X8 Sqft and another is 10X8 Sqft with no balcony. Rooms are very congested. When a single double bed 6X6 Sqft is kept in a room there is very less space to move comfortably. Married employees having parents with them are not occupying these quarters due to narrow size. We asked them to provide grill in ground floor quarters to provide some extra space. The civil engineer is convinced but instructed us to report through SPOs as this was not in estimate prepared earlier and contractor will not do it.
6.   As already mentioned that size of quarter is very narrow when the cooler is kept inside room during summer it becomes very hectic to move inside. We have shown whole situation to civil engineer. We requested to Civil engineer please provide cooler stand outside window so that in summer it will be easy to maintain situation but he has denied saying that it is not in estimate prepared earlier. Report this through SPOs.
7.   Main Gate cow catcher has been damaged completely. We requested to reinstall it properly but denied by contractor stating that it is not a part of tender list.
8.    Today every employee is having vehicle even the postman. Garage is very small and more than 3 bikes not possible to keep inside. In a block six quarter are there so there is no space for other three bikes or bicycles. Employees are keeping them safe by tying personal chains and big locks during nights in open space. The civil engineer has agreed that more than 3 bikes are not possible in garage. Either this garage should be expended or new garage should be constructed. Again thing comes to the estimate and tender.
9.    There is no wash basin provided in quarters Type-II and Type-I. Same issue is not incorporated in estimate prepared earlier or in tender.
10. There is no borewell in Postal Colony. Residents are continued to suffer water crises. Recently borewell was provided in Head post office but colony continued to suffer. Residents are roaming to municipality taps every day for daily need.

Now if you closely monitor the situation from above discussion it is learnt that some basic thing were not addressed by estimate preparing authority or estimate prepared without discussing issues with residents or to just complete formality of maintenance of Rs  19,20,800/-.Everyone who is visiting the colony including SPOs is agreed and showed necessity of pending work. Bur everyone shares his limits only.Now when everyone was showing his limits we had taken the issue in Union meeting with Divisional head. Divisional head has forwarded to letter to PMG Ajmer for further perusal and action. He has also showed us that he has forwarded the issue to PMG, Ajmer.
We have also forwarded the issue to Regional Secretary (Ajmer) Shri Vinay Joshi about problems with photographs depicting real situation of residents. We have also forwarded the issue to Circle Secretary (Rajasthan) Shri Hari Prasad Diwakar with photographs. The same issue was forwarded to PMG by Regional Scretary Shri Vinay Joshi with letter no. AIPEU/PIII/Building/13-14 dated 06.07.2013. We don’t know whether the circle secretary has taken the issue to CPMG Rajasthan Circle or not because we have not received any acknowledgement of said problem from him.
Same time the regional secretary Shri Vinay Joshi met with CPMG Rajasthan Circle during his visit to UDAIPUR. Shri Vinay Joshi described the problems to CPMG Rajasthan Circle. He verbally ordered the PMG Ajmer to address and settle all the issue regarding Postal Colony, Chittorgarh as reported by Shri Vinay Joshi.
It is very deplorable to note that nothing is happening in this regard and contractor is finishing his job. Contractor told us that all these work require additional budget and department is just completing his formalities and resident is continued to suffer.We are forwarding you the copy of all letters and photographs. We have tried our all means at all levels and now we are seeking your intervention. Kindly make aware the Secretary (Posts) about such irregularity by higher authority. Also make her aware how overlooking of top most authority is affecting lives of residents.
We also request you to guide us what can be done in this regard to get our problem solved further.

Our beloved comrade Shri Rakesh Kumar Gupta retires from his services on 30.06.2013. Comrades of AIPEU paid vote of thanks to Shri Rakesh Gupta and wished him a peaceful life ahead. Various Honourable personalities arrived in the function. Mr Kharduskar, Mr. R P Saxena, Mr Ranjeet Singh Shaktawat SPOs chittorgarh, Mr. Bhupendra Parasar ASP Jaipur HQ were present in the fuction. Mr. Gupta will be remembered for his contribution to AIPEU. AIPEU wish him a great upcoming life ahead.................

Demonstration and Gate meeting at Head Post office Chittorgarh.................

आज दिनांक 04.09.2013 को नई पेंशन योजना से सम्बंधित PFRDA बिल संसद में पेश किये जाने के विरोध में मुख्य डाकघर के कर्मचारियों ने केन्द्रिय कर्मचारी संघठन के आव्हान पर भोजनावकाश में मुख्य डाकघर के मैन गेट पर नारेबाजी तथा प्रदर्शन किया गया ! साथ ही कर्मचारियों ने नई पेंशन योजना ख़ारिज कर पुरानी पेंशन योजना लागू करने तथा सातवा वेतन आयोग  गठीत कर महगाई से राहत पहुचाने की मांग की !

POST BANK OF INDIA



Eventhough full details of the proposed Post Bank of India is not made public, it is learnt that

1. Post Bank will be a public sector Bank under the control of Department of Posts as a subsidiary organization. It will function as a Bank separately, just like any other public sector Banks. All Banking Rules and Regulations will be equally applicable to Post Bank also.
2.   Recruiting personnel for running the Bank will be done in the same manner as being done by public sector Banks. Open market recruitment will be made. Existing Postal Employees will not be considered for appointment in the Post Bank.
3.  The Post office Savings Bank will remain as it is and do business as is being done now. Post Bank will be a separate entity.
4.   Full details are yet to be published.

Monthly Union meeting agenda.........

Dear Union Members

AIPEU Group-C Union meeting is scheduled to be held on 26.04.2013 with The Supdt.of Post Offices. Following will be the main agenda for meeting

1.Supply and Repairing of air coolers at all Post offices in Hot weather.
2. UPS of Bari Sadri, Rashmi, Colletorate, & Bhadsaura is not working from past one year. New UPS should be supplied to these offices if repairing is not possible.
3.Hot weather equipment & item rate is not feasible. Rate should be fixed according current market condition and costs.

further all union members are requested to communicate their grievances to Divisional Secretary Rakesh Gupta (9460362221) Asst. Divisional Secretary Amit Suthar (9887492380), Chetan Upadhayay  Finacial Secretary (9950870980) before 26.04.2013.

1. Supply of Coolers for Head office will be ensured immediately. For Sub office requirement and status report will be called from SPMs.

2. 1 KVA UPS will be supplied to these office immediately.

3. Hot water itmes rates intreased to Rs total 105/-

4. AMC for Hardware will be implemented at RO level. Progress going on.

General Secretary expresses deep concern over delay in execution of Postal Colony Work....



Administrative staff fails to follow time line for work execution.........

Delegates from Chittorgarh Division attending 29th All India Postal Employees Union Group -C at Thiruvanantampuram

 
Representative from Chittorgarh Division attended the 29th All India Postal Employees Union Grou-C held at Thiruvanantampuram 10,11, & 12th March 2013. Assistant Secretary Amit Suthar, Babu Lal Singhvi, Finacial Secretary Chetan Kumar Upadhayay & Shri Laxmi Narayan Dad were presenting the Chittorgarh Division. Secretary Chittorgarh expressed the grievances regarding Post office buildings, Hardware Maintenance and delay in settlement of demand by SPOs to General Secretary. General Secretary assured to take these issue with Secretary (Department of Posts).
Divisional Secretary also expressed deep concern over harrassment of staff to achieve targets to General Secretary.

We take this opportunity to convey our profound gratitude and appreciation for your support and commitment to ensuring healthy and safe stay of residents of Postal Colony, Chittorgarh. Your letter to Secretary Posts for removing the unhygienic and dilapidated conditions of staff quarter has converted in to action. This represent that our higher authority (Hon. Secretary (Posts) also understands the well being of its employees and taken personal interest to improve the situations.  We also value the support extended by Regional Secretary, Circle Secretary and staff side who contributed and showed the spirit of well being of Postal Colony, Chittorgarh

 

For the repairing & maintenance of Postal Colony a fund of Rs 19, 27,800/- in current financial year 2012-2013 has been allotted by the PMG.

Civil wing will be taking care of all work with consultation of SPOs however it is not understandable how the whole fund will be utilized within a month when civil wing recommended four months for the completion of the work in his estimate?

 

We deeply value the contribution made by you towards a noble cause, look forward for further strengthening the well being of employees. Kindly accept our deep thanks from the residents of the postal colony, Chittorgarh.
