Letter to SPOs Chittorgarh................Plight of Poor Postal Employees..........

Sub: Regarding opening of Post Offices on Sunday
and other holidays for training / currency exchange.
Dear Sir,
We
regret that we are not yet responded on such alarming issue while our staff
members are struggling with worries and anxieties since no guidelines is being
issued in this connection except compelling the employees to open the offices
and perform POSB works on Sunday and holidays. While issuing the order for opening
of Post Offices on 13.11.2016, the business hours even had not been fixed
initially which was subsequently informed to work till 20.00 hours. Apart from
this in past 2 months, the employees are regularly sacrificing their Sundays /
holidays on account of training or any other pretext.
The
orders are simply forwarded to the grass root level from Directorate. No
specific instructions are issued either for any compensation or suitable off
for the staff members deployed during such crisis. Your kind administration is
quite silent on the issue since nothing has been specified in your orders.
While the employees of other financial institutions engaged in these works are sufficiently
equipped and paid in addition to provision of lunch, snacks and dinner, the
poor postal employees are working from
dawn to dusk without adequate equipments like fake-note detectors and manpower
sacrificing their Sundays/ holidays, social/family life on one hand and gladly accepting
the abuses and irritations of the members of public standing in long queues for
exchange and deposits of WOS banknotes
on the other. Secondly, the financial power of the SPMS/Postmasters needs no explanations
for making their own arrangements for allowing the employees to work comfortably.
Inadequate supply of currency notes below Rs.100/- denomination to Post Offices
is also adding salt to injury.
Also it has been noticed that
Divisional office is engaging staff on Sundays / other public holidays without
any such specific instructions/ orders from Circle office/ Regional office on
the name of Swacch Bharat mission / soft skill trainings/ other technology
trainings without mentioning renumeration or compensatory off, every one works
for wages and work without wages is equal to exercising long abolished
practices of slavery. It has also been observed that in Divisional Office
instruction is being passed to the employees not to leave the office until and
unless permission is granted from Officer cadre. This is also giving
impressions of “Bonded labour”, who had to work till their masters are satisfied.
We all are central government employees and we must work as per rules and
regulations and these rules and regulations must be explained in details by
appropriate authority with the exact need to work for prolonged hours. These
orders should also be specific not statutory

following training has been organized on Sundays prior to this currency
exchange in the division:-

All
these training programs be it for Group C or for Postman / MTS or any other
staff deployed services of Group C staff either for imparting training/ getting
trained, without any extra renumration / day –off.
Apart
from this regular training programs are being organized at RO/CO/CEPT level.
The training orders are issued at last moment and it is very difficult to plan
/ reach in short notice. Apart from this, employees are being forced relived
for training at very last moment making it very much difficult to reach at
training venue in time. They are being called to attend office within hours
after returning from a long journey of more than 2000 Kms. They are also being
threatened of dire consequences like dies-non/ break in services for non
compliance of such tyrannical orders.
The
SPMs of Single / Double-handed post offices always denied even for availing
Casual Leave due to failure in timely arrangement became the worst sufferers
being deprived of discharging their social responsibilities.
The
only question arises that if any mishap happens overnight due to excessive
parking of WOS banknotes in Post offices for failure to remove or detection of
forged notes due to lack of Currency verifier, the fate of these poor postal
employees will be jeopardized in accordance with the existing rules in force. Authorized
cash balance and line-limit will be the deciding factors. Noting will be
considered at the time via lack of manpower, non-availability of Cash Van/
Currency Verifier/ Watchman /Gunman / Security guards and other allied
extenuation factors confronted by the postal employees.
We
know the problem is short-lived. But, while the entireties of postal employees
are proudly contributing to the current move of our Hon’ble Prime Minister,
their plights need to be reciprocated with adequate provision required for such
contingency.
Hope,
you will immediately take up this issue at appropriate level for finding out a feasible
solution to this crisis so that the employees can work comfortably without
risk. Further you would consider organizing training programmes on any working
day in future, so that employees can spend at least one day in the week for
themselves. It is also desired to get post of trainer in Divisional offices
should be filled up on urgent basis, so that quality of training imparted could
also be improved.

प्रिय साथियों,
सर्वप्रथम आपको अखिल भारतीय डाक कर्मचारी संघ में रहकर एकजुटता के साथ गत दिनों 7वें वेतन आयोग के विरोध प्रदर्शन के लिए हार्दिक आभार मंडल यूनियन की और से हम व्यक्त करते है | विगत दिनों में विभागीय कार्य की दैनिक दिनचर्या के साथ कर्मचारी हित के लिए यूनियन कार्यकलाप में भी आप द्वारा नित्य बढ़ चढ़ कर भाग लिया जाना भी हम सबके लिए गर्व की बात है |
एक बार पुनः हम सबको आपसी भेदभाव भूलकर कर्मचारी हित को सर्वोपरी रखते हुए एक दुसरे के सहयोग से शत प्रतिशत एक दिवसीय हड़ताल 16-03-2017 को सुनिश्चित करनी है| केंद्रीय कर्मचारी का न्यूनतम वेतन आंकलित करने के लिए सरकार ने वेतन आयोग अध्यक्ष को पाबंध करते हुए धोखे पूर्ण रवैये से दो साल पुराने दाम के आधार पर एकतरफ़ा निर्णय से न्यूनतम वेतन पारित कर दिया है तथा वेतन गुणक को भी न्यूनतम से भी कम कर दिया जो आज तक किसी वेतन आयोग ने नही किया जो कि अन्यायपूर्ण और कर्मचारियों के साथ धोखा है |
कर्मचारियों की जायज मांगो की पूर्णतया अनदेखी की गयी है और दिनांक 30-06-2016 को सरकार के तीन मंत्रियों ने धोखे की भावना से झूठा आश्वासन देकर 11-जुलाई-2017 की प्रस्तावित हड़ताल यह कहकर तुड़वा दी हम आपकी मांगों पर सकारात्मक विचार करने के लिए तैयार है| सरकार ने आश्वासन देकर विभिन्न समिति बनाकर कई भत्तो समेत HRA पर चार माह में रिपोर्ट का वादा किया था लेकिन आज लगभग 9 महीने गुजर गये लेकिन इस सन्दर्भ में कोई प्रगति नही हुयी और कर्मचारीयों के साथ दुबारा विश्वासघात किया गया| अब यह स्पष्ट है की सरकार केवल एक ही भाषा समझती है और वह है कर्मचारी एकजुटता की ताकत जिसके लिए उसे झुकना पड़ता है| इस तरह बार बार धोखा करके सरकार ने कर्मचारियों को हड़ताल पर जाने के लिए अब मजबूर किया है| अब वक्त है हम सब एक साथ खड़े होकर बहरी हो चुकी सरकार तक अपनी आवाज़ एक साथ खड़े होकर पहुचावे| अन्यथा वह दिन दूर नही जब हम और हमारी आने वाली पुस्तें बंधुआ मजदूरी करती नजर आएगी| केंद्र सरकार के अधीन सभी केन्द्रीय विभाग इनकम टैक्स, निर्कोटिक्स विभाग और अन्य केंद्रीय कर्मचारी संगठन इस लड़ाई में साथ है| अतः चित्तौडगढ डाक मंडल इस तरह के संघर्ष में कही पीछे नही रहा है और ना रहेगा ऐसी उम्मीद सभी कर्मचारियों और यूनियन सदस्यों से है| हम सब अपनी हक़ की लडाई लड़ना जानते है यह धोखेबाज़ सरकार को बता देना बहुत जरुरी है|
साथियों वेतन आयोग दस साल के लम्बे अन्तराल के बाद आता है और उसमे भी भीख जैसी वेतन वृद्धि कर्मचारियों का शोषण है साथ ही 15 महीने का मकान किराया भत्ता समेत अन्य भत्ते भी सरकार खाने की तैयारी में है| अतः सभी यूनियन सदस्यों से अनुरोध है की एक दिन की हड़ताल में भाग लेकर सरकार को बता दे की अगर हमारी बात नही सुनी गयी तो आगे भी हम अनिश्चितकालीन संघर्ष के लिए तैयार है और अपना हक़ लेकर रहेंगे| अब सभी मंडल अधीन समस्त कर्मचारी न केवल साथ खड़े होंगे बल्कि एक एक साथी को भी अपने साथ जोड़ेगे ताकि शत प्रतिशत हड़ताल और कर्मचारियों का यह प्रयास सफल रहे|

Black Day celebration at Chittorgarh Dn
आज मुख्य डाकघर परिसर में डाक कर्मचारियों ने केन्द्रीय कर्मचारी संघठन नयी दिल्ली के आव्हान पर काला दिवस मनाया | कर्मचारियों ने दिन भर काली पट्टी बांध कर कार्य किया तथा केंद्र सरकार के कर्मचारी विरोधी रवैये का विरोध किया | मंडल सचिव अमित सुथार ने बताया की पुरे देश में आज केंद्रीय श्रमिको ने सरकार के बनाये मंत्री समूह जिसमे गृह मंत्री राजनाथ सिंह, रेलवे मंत्री सुरेश प्रभु ,वित् मंत्री अरुण जैठ्ली शामिल थे के झूठे आश्वासन से कर्मचारियों को ठगने का विरोध किया है | इन तीनो मंत्रियों कि झूठे आश्वाशन से सरकार ने चालाकी से 11 जुलाई 2016 कि प्रस्तावित हड़ताल यह कहकर तुडवाई थी कि कर्मचारियों कि मांगो पर सकारात्मक पहल होगी | लेकिन आज 9 महीने गुजर जाने के बाद भी कर्मचारी HRA सहित कई भत्तो को लेकर इंतज़ार में है | मंडल सचिव ने बताया कि वर्तमान में न्यूनतम वेतन संशोधन सहित सातवें वेतन आयोग के वेतन गुणक का परिवर्तन होना कर्मचारी संगठन कि मुख्य मांग है | मुख्य मांगो में ग्रामीण डाक सहायको को लोक सेवक का दर्जा देना भी यूनियन प्रमुख मांग कई वर्षो से है जिसे सरकार अनदेखा कर रही है | साथ ही 16 मार्च 2017 को होने वाली एक दिन की देश व्यापी प्रस्तावित हड़ताल के लिये भी पूरी तैयारी से लड़ने का आव्हान मंडल सचिव ने डाक कर्मचारियों से किया |
इस मौके पर यूनियन सचिव अमित सुथार समेत, पोस्टमैन और MTS यूनियन सचिव मांगीलाल मेघवाल, सहायक पोस्टमॉस्टर नारायण लाल मीणा, सुश्री प्रियंका रानी सोनी, तैयब हुसैन, श्रीमती इंद्रा कँवर, श्रवण सिंह चुण्डावत, विपिन वैष्णव और अन्य स्टाफ सदस्य उपस्थित थे !
